As a familiar stretch of Oak Bluffs waterfront continues its winter hibernation, the sand unblemished by human footprints or children's sand castles, plans are underway to breathe new life into what was once one of the busiest beaches on the Island.

Festival Network, the national company that plans to hold a concert this summer in Ocean Park featuring the Boston Pops, wound up in hot water with Oak Bluffs selectmen this week when a representative asked for permission to expand the concert to a second night.

The request from Rob Scherer drew heat from representatives of several Island nonprofits, who said they are still waiting for crucial information from event organizers about the availability of tickets, ticket prices and a list of scheduled performers.

A subcommittee of the Martha’s Vineyard Commission on Wednesday launched an ambitious plan to create an Islandwide wastewater management study, which among other things is expected to call for a more regional approach to sewage treatment and the reduction of nitrogen loading into coastal ponds.

The Water Resource Work Group — a subset of the Island Plan, an initiative of the commission — hosted an informational meeting at the Olde Stone Building in Oak Bluffs that was attended by wastewater and conservation officials from all six towns.

In the face of mounting evidence that the conditions for approval for various development projects around the Island are routinely being ignored, the Martha’s Vineyard Commission has appointed a special committee to look into the issue and possibly draft new rules for enforcement.

Spokesmen for the Vineyard Golf Club last week formally withdrew their plans to build nine luxury homes for club members.

The withdrawal cleared the way for the Martha’s Vineyard Commission to approve a scaled-down version of the project, calling only for the construction of an employee dormitory and a stand-alone bathroom on the course.

At the start of Thursday’s regular commission meeting, chairman Douglas Sederholm read a letter from project engineer Dick Barbini stating the Edgartown golf club was withdrawing its plan for member housing.

A key subcommittee of the Martha’s Vineyard Commission on Monday voted without dissent to recommend approval for the Bradley Square project in Oak Bluffs with a list of conditions, perhaps paving the way for the full commission to endorse the mixed-used affordable housing project when it begins deliberations in the coming weeks.
