Library Funding at Stake in Tisbury Special Election

Tisbury will hold an election Tuesday to decide if the town wishes to borrow up to $4.8 million to renovate the aging public library.

Tisbury voters at last month’s special town meeting overwhelmingly approved a $4.8 million borrowing request to renovate and expand the Vineyard Haven library.

That voice vote, however, was not the final word on the library project. Massachusetts law also requires a town election, with a simple majority, to exempt Tisbury from limits on borrowing imposed by state Proposition 2 1/2.

The election takes place Tuesday, Jan. 7 from noon to 8 p.m. in the town’s emergency services building on Spring street.

Arch Smith, who chairs the library board of trustees, told the Gazette that borrowing $4.8 million would add about 5 cents per $1,000 in property taxes for year-round Tisbury residents, who pay a lower amount than seasonal property owners.

Owners who do not receive the residential tax exemption would see an annual increase of about $90 on a median-priced property of $1.2 million and about $135 on an average-priced property of $1.8 million, Mr. Smith said. 

Those totals represent the “worst-case scenario,” in which the library project needs to borrow the entire $4.8 million, he said.

“We believe that we do not need this amount, but until the final bids come in by late February, we do not know,” Mr. Smith told the Gazette by email this week.  

“I am guessing that the borrowing would be around $3.5 million,” he added.

Built in 1967 and last renovated in 1999, the town’s library needs a new roof, shingles, windows, insulation, heating and air conditioning systems, bathrooms, paint, ceilings and carpeting, library officials have said previously

Stormwater runoff regularly floods the lower floor of the Main street building, and sewer gas can back up in the toilets. 

The proposed renovation would also include an addition, which is being funded largely by donations and money the library already had from earlier appropriations.

A sample ballot for Tuesday’s election is posted on the town website. The library funding question is the only one on the ballot. 

If the measure fails to pass at Tuesday’s election, last month’s town meeting vote in its favor will have no effect.

Please vote YES ~ The Town of Tisbury has not maintained the library which is why these renovations are now mandatory ~ if you attended Town Meeting you heard the reasons why and saw the presentation which is available on MVTV ~ now is the time to get this library in working order for everyones enjoyment & education.

I have seen how badly the outside of the library is from neglect. The back of the library has bad water damage. It seems some of the damage could have been avoided with simple solutions of pulling plants away from building, making sure water is not puddling around the buildings. I’m not a Vineyard Haven resident but if I was I would be concerned that my money would go to a project that would end up rotting because of neglect. I know it’s not in the job description of a librarian but it seems that someone should be at least walking around and noting things that might be problematic.

I was at Town Meeting and I was paying attention (not to mention it's covered in this article), the cost to the taxpayer on this is minuscule, a night out to dinner at worst. Our library network is important and the people in Vineyard Haven deserve to have a library in good shape near their homes, kids especially, many of whom are on foot most of the time. Young people need a chance to thrive within Vineyard Haven. Think about trying to get from place to place in the summer. Let's get it done.

Shame on anyone that calls an increase in tax bill minuscule. Go back over the last 10 years and you’ll see that your taxes have more than doubled! There is no amount that we should be increasing our debt in this town when we have a high school project coming Vote no

Tisbury voters need to vote NO tomorrow, this project is a want not a need . I beg all taxpayers to open their tax bills and tell me we can afford it.. let’s not forget we have a High School to fund . How much is too much ?

I just received my Latest Tisbury property tax bill and almost fell over. It's more than twice the amount as last year's bill! Now the Town wants us to shell out even more money after the 86 million dollar Tisbury school rebuild boondoggle. In both cases it's a result of so called
"deferred maintenance" that could have been avoided had the town kept up the buildings in a timely fashion instead of letting everything fall apart. Then get ready for the proposed MV High School project which some estimates have running as high at 400 million! Please come out today and vote No for the VH library rebuild before we all go bankrupt.

VOTE NO the town has many other serious needs, and that HS project is coming. Use existing funds to repair. How many people use the Library?
