The Martha’s Vineyard Commission approved plans for a new fuel station, convenience store and car wash at the airport business park last week, immediately following a public hearing on the project.
The applicant, Depot Corner Inc, owned by Louis Paciello, was awarded a lease for lot 33 at the business park this year, following a controversial bidding process with the Martha’s Vineyard Airport commission. Mr. Paciello owns two other gas stations in Edgartown.
After failing to reach an agreement with Mr. Paciello for sale of the infrastructure, former lease holder Michael Rotundo demolished the Airport Mobil station he had operated on the site for 20 years.
Speaking to the commission last Thursday, attorney Sean Murphy, representing Depot Corner, said Mr. Paciello had hoped to buy the old station infrastructure, but also found advantages in beginning with a vacant lot.
“With this blank slate, it gives him an opportunity to create a gas station that works for everybody,” Mr. Murphy said.
He outlined the scope of the new station, which will sell Shell brand petroleum products.
It will have four pump islands with eight fuel dispensers, including diesel fuel available at all fueling locations.
The station will be self service, with a solar canopy covering the fuel islands.
The proposal calls for three new underground storage tanks for fuel, all double-walled fiberglass tanks with visual monitoring and containment systems in the event of a spill. The total capacity of the tanks will be 37,000 gallons.
The convenience store will be 2,435 square feet,1,125 square feet larger than the previous convenience store on the site.
A single bay car wash will have a water containment system, which recycles most of the water.
There are no plans to provide oil change service.
“This location is vital to the Island to have a gas station here,” said Mr. Murphy. “Whoever owns it, the Island needs a gas station at this location.”
The project will need additional state, federal and local permits.
Commissioner Doug Sederholm moved to skip the usual post-public hearing review by the land use planning committee and proceed directly to deliberation, and commissioners agreed.
“This is a highly, highly, highly regulated operation,” said Mr. Sederholm. “We don’t need to regulate it any more than everybody else.”
After brief deliberation and discussion, the commission unanimously approved the project.
Also on the agenda Thursday evening was deliberation and a possible decision on a permanent cell tower for Chappaquiddick, but there were not enough eligible commissioners present to form a quorum, so action was postponed.

Josephine deSouza Oak BluffsA gas station is clearly appropriate for that location, but I’m surprised the commission allowed a convenience store of more than 500sf which is the maximum permitted under the Edgartown Zoning Bylaw definition. The MVC has up until now had a policy that it is only allowed to approve a development that could meet the zoning. I guess the folks up there don’t care about zoning laws or process. The former owner was required to comply with the 500 SF requirement for a convenience store. What changed?

He has a great deal of experience in this field and this will be a state of the art facility. Please trust me when I say the residents of Martha's Vineyard and the visitors will be extremely happy with the end result !

No Gas for Me EdgartownLol. Just got my new Nissan Leaf so won't be needing gas anymore. I wish the new owner well, but I see more and more electric and hybrid vehicles on our Island roads. Plug-ins make so much sense to drive our small island -- a full charge gets me around for a week. Even the VTA is going electric. A 20 year lease on that property-- well, he may have empty underground gas tanks at the end of his lease. But the car wash is a definite need. Now if I can just plug my car in there while I'm in his new convenience store!

deshandra brown EdgI'm glad you have your coal/nuclear powered car. Where do you think electricity comes from? Do you know how much fossil fuel was consumed to make your battery? Why would the owner of the station provide you with free electricity to charge your car? I'll bet you a dinner at your favorite overpriced Island restaurant, the only way he will have empty tanks is the travelling public will buy his gas and the volume will be higher in 20 years than it is now (once its built).

K Ailes EdgI disagree, Deshandra. Electric vehicles are beginning to make inroads, and over time the shift will be dramatic. GM announced this fall it will be moving in the direction of producing only electric vehicles. GM will release 20 all electric models by 2023. Ford will produce 13 electric models by 2021. Volvo, Nissan, Jaguar, Volkswagen, Mercedes, BMW and Toyota are all accelerating their releases of electric cars and suv's - not in 10 or 20 years but in the next 3-5 years. Why? Battery innovation and technology is galloping full speed ahead, and getting cheaper and cheaper to make. It may not be in 5 years or 10 years, but in years 15-20 of that gas station lease the tipping point will have happened; so I will take you up on that dinner offer if others won't. Regardless of how or where the electricity is produced, anyone with a newer car/truck in 15 years will more likely be plugging in and not filling up. 2027 Summer tourists won't be spending their 2 weeks in August driving a 15 year old gasoline powered Suburban or BMW X5 but rather a fairly new hybrid/battery powered SUV. That's just the direction amazing battery innovation and technology is leading us. Gas stations will be going the way of the buggy whip, with fewer and fewer gas stations needed. Maybe this will be one of the Island stations to survive the technology shift by 2030. But car washes? Well, I'm all for more of those!
