Stop & Shop Unveils Expansion Plan for Edgartown Store

<p>Stop &amp; Shop representatives this week formally presented plans for a substantial expansion of the company&rsquo;s grocery store in Edgartown.</p>

The plan presented to the town planning board at a public hearing Tuesday night also calls for nearly 60 new parking spaces, demolition of the Edgartown National Bank branch next door, and relocating the Stop & Shop pharmacy from its present location at the Triangle to the main store building. The current store is about 25,000 square feet. It was last renovated in 1989.

Project manager and planner Lisa Davis said the goal is to modernize and improve the store.

Preliminary expansion plans were first presented about a year ago, calling for an 11,320-square-foot addition. On Tuesday, Stop & Shop representatives said they have spent the last year revising plans after hearing from the planning board and board of health and meeting with staff members from the Martha’s Vineyard Commission.

The plan will require review by the commission as a development of regional impact (DRI), but the process will be handled somewhat differently. Early this year, MVC executive director Adam Turner outlined what he called a collaborative approach to the public process, involving hearings at the town level first, with formal referral to the commission later.

A traffic study being done by the engineering firm VHB is under way, with results expected in time for the next public hearing, scheduled for Dec. 6.

Preliminary concerns about the Edgartown plan have centered on Upper Main street, which sees heavy traffic and congestion during the summer. Those concerns were also raised Tuesday.

“The entire board here is concerned about traffic and parking in the most congested area in town,” board chairman Alan Wilson said on Tuesday night.

Plans call for adding a florist and expanded natural foods area, a larger bakery, a seafood area triple the size of what currently exists, and new administrative offices.

Total parking will be increased to about 200 spaces. Another loading dock would also be added.

The Stop & Shop pharmacy at the Triangle will be closed and relocated to the expanded grocery store.

The store would remain open during construction, Ms. Davis said, which is planned take place during the off-season.

Plans for the exterior of the store, designed by Island-based architect Chuck Sullivan, include adding a second entrance/exit on the north side. Other exterior changes include altering dormers and adding new materials, including bricks, and a solid trim to make it blend in with downtown Edgartown, Mr. Sullivan said.

Pedestrian foot paths are planned, and the exit on the northwest wide of the store will be changed to align it with Pinehurst Road.

The brick Edgartown National Bank branch next door will be demolished to accommodate the new traffic flow.

Comments on Tuesday night reflected sentiment both for and against the expansion.

“I support a new Stop & Shop in Edgartown,” said Jim Carter, who owns the Clarion Hotel next door. “I think that would be a wonderful asset for the town.” But noting that his hotel lot is often used for overflow parking, he questioned whether the parking plan is ample enough. “Adding 15,000 square feet and adding only 60 new parking spaces, I don’t think that’s adequate,” he said.

Several neighbors raised concern about noise, especially from refrigerated trucks.

“The noise and lighting issues for us are going to increase substantially,” Upper Main street resident Don Angus said.

Edgartown selectman Michael Donaroma urged the planning board to make the project work and address concerns. “The selectmen think this is an important project, the biggest one town has ever seen and will see for awhile,” he said.

He continued: “The selectmen basically support you guys doing the hard job of trying to make this work . . . . I don’t want to be like Vineyard Haven and kill a project. I think you guys have a lot of work to do and glad to see you do, it’s going to make a big difference in the town . . . . I think it’s something needed and we all want.”

Stop & Shop operates more than 375 stores throughout New England.

In 2014 plans to expand the Vineyard Haven store were withdrawn after a drawn-out, contentious review process with the town and the commission.

I agree....we need a new clean stop and shop and if they can't totally relocate to a center of our island, such as the airport area then let's get on with it and get into this century with a new Stop and Shop. The current ones parking lot is a disgrace to our beautiful town. I am sure Nantucket would never allow the litter and lack of care that has been put into the grounds surrounding the Stop and Shop...I wonder how the town tolerates the present conditions so if a new store will clean up their act, I say let's GO....

I agree Dianne. The current store is falling apart, dirty, and hard to navigate. It is time to clean it up, make it more user friendly, and fix the traffic problem that exists. Let's not kid ourselves, a bigger store is not going to bring a lot more traffic, it is just going to deal with it in a better way. Let's get rid of the old and depressing eye sore the current store is and make it better to look at and shop in. And DO NOT let this get messed up the way the VH remodel went.

Are you kidding me, and our town fathers are in favor of this??? What are they thinking? Aren't things aren't bad enough during the summer? Just envision the added traffic from the new PO condos, the new developement under construction just up the street, and the additional commercial traffic to the market. And lets destroy the bank which is part of the fabric of this community. And triple the size of the fish market-at the expense of a long time family run fsih market 200 yards away as well as perhaps hurting all down isloand fish markets. If S & S wants to expand, let them buy some land at the airport or elsewhere and build a new market that is more centrally located and out of everybody's way.

No Way, I agree. What a nonsense. The traffic is already so bad I order many things delivered just to avoid the unpleasant experience of that parking lot and the crowded conditions. I agree the fish market should not be enlarged. We have a fabulous market in Edgartown Seafood Market and generally speaking the seafood and fish markets in supermarkets are not good. I used to ride my bike to the A U P and the Post Office years ago but cannot do that now as it is too dangerous. We are continually building for automobile traffic when we should be discouraging it. Those of us who live downtown in Edgartown would love to have NEV, bike, golf cart etc., safe travel.

Lorraine, not all of us have the luxury of living in downtown Edgartown. I like the drive to Shop & Shop just fine. I also think the crowd that shops at their fish market is not the same as people who Shop at the family owned places (which have their own parking issues).

Hooray! I'm so glad this is moving forward. Stop and Shop is a great neighbor and will only get better. Bravo for the hard work they're putting into this project. I'm glad our elected officials here are more forward thinking than the way Vineyard Haven treated Stop and Shop.

The Island has already reached over saturation on many fronts. Don't add to it!!
Also, agree with taking from the locally owned fish markets!
And, to move the exit/entrance to parallel Pinehurst Road would be a travesty!!
Pinehurst is one of the only small, year round local, in town, neighborhoods that we have left.
The road is very narrow, it supports homes for the elderly, the disabled, and the children. Many on Pinehurst walk and bike to do errands, added traffic from Stop and Shop would be intolerable!
Don't let this happen folks!!

Am I the only one who will be sad to see that sweet litte Edgartown National Bank building demolished? Surely there is a way to save it or integrate it into the new design?

I'll say this as many times as I have to: If you move the main Stop & Shop to the airport, you'll just be moving the traffic problem to the center of the Island. Plus, you'll eliminate the possibility for those of us in town and environs (and there are more of us than you think) to continue to walk or bike to do our grocery shopping, putting even more vehicles on the road. But the main issue - an issue that not everyone appreciates or cares about until it's gone - is, when you remove vital services from a town (as every single one has been from downtown Edgartown; methodically, drip by drip), you are dismantling the community. I will continue, also, to say this (until it's somehow grasped): the only reason people want less traffic is so they can drive their cars with nobody in the way. It's an unsolvable riddle. The way to fix traffic problems is by getting people out of their cars (by putting vital services closer to where people live, not farther away).

Sara, how right you are. Fifty years ago one could stroll downtown and purchase quality objects. One could purchase food, books, hardware items, notions, kitchen items, what have you. Now, I do not stroll downtown for anything. This is not grumpy old people complaining; it is a fact that our downtown no longer serves a diverse population. If the S and S goes out to the airport, where will we who live in downtown get our grocery items? What if we do not drive? At least now the VTA services the S and S for our milk, eggs, last minute items....pity, our village centers are suffering. And, for some of us, our quality of life in the village.

I miss Len's soda fountain, Pete's drug store, Hall's clothing store, Avery's lovely department store, our two barber shops with Mr Jordan and Mr Gentle, Al's and Harborside liqours, Vose Insurance, Addie Nichols, The A&P, the First National, Conners Mkt, The Paper Store, The Hardware. All of those wonderful places that served us year round!!!
Tee shirt shops and ice cream cones have no character, no hometown friendly aura, nothing that says "welcome, you are home"
Stop this mega mentality!
Stay within our confines. Stop encouraging more than we can handle just for another buck!

I guess Rockland Trust has already sold the Edgartown National Bank branch to Stop and Shop; dem guys move fast. I always enjoyed watching Demolition Derby when I was younger. It will be wonderful to relive those fun days in July and August right here in Edgartown.

I think it should be at the airport because traffic is a joke, especially on Pinehurst, people use this road as go between when traffic is bad, they fly down the road don't stop for the stop sign. There is no sidewalk for people to use, there is a lot of people and children who use the road to go to school and walk to and from from the Stop and Shop I don't have a problem with a bigger store but It's to much for the location!!!!

Why would I want to go to the airport to buy my groceries? I head out that way maybe 3 times a year. It's not convenient for many of us to drive way over there. I like the Stop & Shop right where it is, and the improvements they suggest are just that -- improvements! Go S&S. It sure is hard to be a good neighbor in this community; just look how they were treated in Vineyard Haven. Many of the comments here remind me of the "anti-Rotary" folks. They got quiet quickly after the rotary proved a good thing.

I am very supportive of the expansion - and I will continue to shop at the Edgartown Fish Market and the Shiretown Market. An expanded Stop and Shop won't hurt those wonderful markets, as the quality is not and won't be comparable. The current store is very overcrowded in the summer and constantly runs out of food items. Traffic in the lot caused by people circling to find a parking spot is dangerous and unpleasant. But it is the only game in town for those of us who live in Edgartown. I agree that a new store at the airport would be the best solution but if that can't happen, then go for the expansion. Acknowledging the reality of the current situation (unlike Vineyard Haven) is an important first step. And perfection is the enemy of the good.

How is this possible? This is why we need to look at Island issues from a regional perspective. Will someone with authority and good sense please insist that both Stop and Shop stores should be relocated to the airport? Stop and Shop is the main reason for the traffic buildup at the Triangle. Moving the entry so it will be in line with Pinehurst is utter craziness. This will just exacerbate the traffic issue. This is an opportunity for Island officials to address the traffic issues in TWO towns with one decision. We don't need an expanded fish market and flower shop in that location. There are so many reasons that this project should be halted NOW !

IN SUPPORT of EDG Stop and Shop's plans. The store has been in need of renovation and upgrades such as cleaner produce presentation and expanded grocery selection to enhance customers' experience and choice. Those of us who patronize local markets and farm stands will continue to do so regardless of an expanded seafood department and bakery. (Sorry the VH store was unable to renovate and clean up its aisles a bit). I applaud the architectural plans for a facade that fits our Island's style. This heavily patronized market is obligated to be responsive to customer preferences....so let's clean up and refresh a tired 1980s grocery store.

NO, expansion should NOT be allowed for the reasons previously mentioned. The only time a larger store would be necessary at all would be in July/August, but the traffic is horrific already and would only get worse as more would come from the other towns. If Stop & Shop wants to fix up the store, since many seem to feel it is dirty/outdated (I don't), let them do it. But expansion, absolutely NOT! And the old brick bank building, another treasure lost. Sad.

The "old brick bank building" is a copy of the original treasure, down on Main Street, and is merely a symbol and reminder of the way the entire town has been lost, methodically and piece by agonizing piece, in the past forty years.

The Edgartown Bank has been sold to a trust company. Who knows what the new owners plan for any of those structures? As for Stop and Shop, it's fine the way it is, though it could be upgraded to be sure. The issue is that traffic already backs up well past the Caroline Tutill Preserve trailhead and the property owners in ALL of the neighborhoods off of EDG/VH road who go to Edgartown to work or shop suffer - especially in summer - AND have their property values surpressed year afer year by this well known problem. Let's find a way forward that does not add to the "burden" of living in Edgartown - on the other side of the tracks.

i am ok with a slight expansion and reno of the store but not the addition of the pharmacy, a florist or any other new classifications. Perhaps 1/2 the square footage and a modest addition of parking. Use the rest of the bank space for trees and planting to make it more attractive.
Traffic is a huge problem from june 1 to mid august. We do not need to create a traffic jam the entire summer. The supermarket already does a great job handling the increased summer traffic so they don't need that much added on.

It can never be enough. The minute you accommodate today, tomorrow shows up!
We need to learn to live with what we have. Accept it! There is only so much room, and are only so many resources!

It is perfectly clear that stop and shop has bottomless financial pockets.
How about this? Why doesn't stop and shop buy out Cronig's market. This way they will have twice as many locations and will not have to enlarge any of the stores. They could then concentrate on refurbishing and renewing what is existing. This makes much more sense than trying to squeeze much larger stores into too small a space, in either Edgartown or Vineyard Haven.

There should be a center 'turning lane'. Good luck getting that from Mass Highway. When the post office moved to the triangle, every resident who lives in town and Katama that gets their mail every day traverses that road in front of the Stop/shop. Many of those trips would be eliminated if there was a satellite Post office box location in Katama maybe by the general store. There needs to be a connector road from the VH rd to the WT road. Since Pennywise path would never be approved 'politically', the logical choice is to run the connecter road through the 'Hallsgate' development. Take it by emininant domain. That would cut out a ton of traffic. Also, paving meetinghouse way (thought that was approved?) would also take some of the traffic flow. Post office trips and through trips to south beach could be reduced by the above suggestions. Also making Pinehurst one way 'in' would help, but another one DOA due to political considerations.
