Stop & Shop Expansion Puts Spotlight on Edgartown Traffic

<p>A traffic study of Edgartown&rsquo;s seasonally-congested Upper Main street is the first step in a public review of a planned expansion at Shop &amp; Stop.</p>

A traffic study of Edgartown’s seasonally-congested Upper Main street area will be the first step in a public review of a planned expansion of the Shop & Stop store in town.

Last fall Stop & Shop representatives came before the Edgartown planning board to unveil preliminary plans for an 11,320-square-foot addition to the 25,000-square-foot grocery store. Expansion plans for the Edgartown store emerged about a year and a half after the company withdrew plans to expand its Vineyard Haven location.

The subject was back before the Edgartown planning board this week for a scoping discussion about a traffic study for the plan. Commissioned by Stop & Shop, the study will be used by the planning board and the Martha’s Vineyard Commission in regulatory reviews of the project.

The engineering and design firm Vanasse Hangen Brustlin is overseeing the expansion, including the traffic study.

With an outline of the study on hand, commission executive director Adam Turner met with planning board members and staff Tuesday to narrow the scope of the work. A key question was how to gear the study: for a peak-traffic summer day in August or for slower off-season periods.

“If we take a 12-month average that’s a false reading,” planning board chairman Michael McCourt said. “We have eight months that’s nothing and then August, so . . . . I think we take a good hard look at the summer months,” he concluded. Mr. McCourt, who owns a business in the heart of town, said summer traffic congestion deters people from visiting downtown.

But board member Robert Cavallo suggested using off-season traffic as a benchmark.

“My personal opinion here is we want to control traffic on Martha’s Vineyard — that starts in Woods Hole and not here,” Mr. Cavallo said. “There’s nothing we can do about those 10 weeks in front of Stop & Shop — it’s busy, it was busy 20 years ago. Today there was no traffic, in and out.”

Board members said the roundabout, installed two years ago at the intersection of Barnes and Edgartown-Vineyard Haven Roads, appears to have worsened traffic congestion at the Triangle and along Upper Main Street. Another point of concern centers on the Vineyard Transit Authority bus stop near the grocery store, which planning board members said is one of the busiest stops in town, causing frequent traffic backups.

Mr. Turner said he and planning board assistant Georgiana Greenough will convey the ideas and suggestions to VHB traffic planner Randy Hart in the next few weeks. He said the traffic study will help develop models and explore how an expansion would affect traffic, as well as potential mitigation or improvements, including analysis of whether a turning lane should be built on the road. Planning board members welcomed the latter idea.

“I’d like to see a professional planner’s opinion of a third lane,” said Mr. Cavallo, adding that the issue had been discussed for years.

Geoghan Coogan, an attorney representing Stop & Shop in the permitting process who attended the meeting for another matter, said a turning lane would need approval from the state Department of Transportation.

The project will require review by the commission as a development of regional impact (DRI), as well as planning board and board of health review.

During the discussion Tuesday, Mr. Turner outlined a collaborative approach to the public process, involving hearings at the town level at an early stage. He said he hopes the planning board will have an initial hearing on the plan to raise questions and create a staff report before the project is formally referred to the commission.

“The last thing we want, the last thing the applicant wants, is a full review [at the commission] and none of your stuff has been addressed,” Mr. Turner told the planning board. “If you give me the comments, we will raise them over there.”

“Traffic is going to be a big issue on this project,” he added.

The first hearing before the planning board on the plan is tentatively expected sometime in March.

I drive through that area about 5 times a day throughout the year. I haven't noticed an increase in congestion with the roundabout, it's always been this bad in August. For Robert Carvallo To state that "there's nothing we can do about those 10 weeks in front of Stop and Shop..." makes me question the wisdom of having this man on the Planning Board.

To alleviate some of the traffic through that area,connect the Edg-W. Tisbury road to the Edg-VH Road via a 'connector' road. It would be unfair to ruin an established neighborhood such as Pennywise path. The logical solution is to put the road through the 'Halls-Gate' development since Nobody lives there. Also, if the Post office put a seasonal'satellite' office for box holders in the Katama area, that would eliminate many trips to the post office, which is a major contributor to the traffic.

In the wrong place Edgartown

Maybe the County could swap some land at the airport in exchange for the existing Stop & Shop Building. That could be the new regional government building for MV. One stop shopping for County services, MV Commission, Dukes County Housing Authority and others.. Stop &Shop would be in a more centralized area accessible from all Island towns on roads that are much less congested. Then Edgartown could create incentives for some "satellite" markets, delivery services, and other pedestrian accessible shops that people could buy basic food supplies.

I still can't figure out why people don't realize that if you centralize everything at the airport, including Stop&Shop, it will mean MORE people have to get in their cars and fill the roads. The current Stop&Shop is now available to bicyclists and pedestrians, including people walk up from boats in the harbor and from Chappy. Relocate Stop&Shop to the Airport and not only will all of you who already have to drive to buy your groceries continue to, albeit a shorter distance, everyone will. Everyone, as in every resident of Martha's Vineyard. Yes, add a grocery store to the airport for the folks who live on the outskirts and already are in their cars, but do not remove the existing Stop&Shop from its current location. Additionally, removing a vital service from a community is the wrong message. A town is for living. For people. For people who need to eat (If there's a "satellite" anywhere, it belongs out of town). Furthermore, Stop&Shop is one of the last vestiges of a community social outlet, a small pocket where we might run into a neighbor or friend and have a chat. What would actually make the most sense, I've often thought, would be to add a small grocery store and postal station out at Katama, also one in Ocean Heights (in addition to the airport location), at least during the summer. This would eliminate some of the necessity of the outliers to drive into Edgartown. The other part of the conversation about traffic of course, something that should be as obvious as the nose on one's face, is what people really mean when they express concerns about too many cars is: "I want fewer cars on the road so that I can drive unencumbered." And if we're all driving unencumbered, well...see how ridiculous that is? It's like a riddle.

Not enough traction to get businesses in Katama but how many PO boxes in Edgartown have actual residents from there? The airport i;luson will create actual success only when your put housing for more year round folks out there. Might I add affordable , oops

If you really wanted to relieve the traffic pressure at the Triangle, siphon off the beach traffic earlier...move the cut through for cars and bikes between Edg/VH Road and Beach Road back to the point where Pennywise and Oakdale could intersect. Strike a deal with Sheriff's Meadow for a 50 foot right of way.

I read the article on the proposed expansion of the Edgartown Stop and Shop. One comment stood out in its ridiculousness: "Board members said the roundabout....appears to have worsened traffic congestion at the Triangle and along Upper Main Street." Nothing like trying to deflect the obvious- that there is huge summer congestion there because two main roads meet there and town traffic as well as beach traffic have no alternate routes. Hey Planning Board- you have a big summer traffic problem that has existed for many years. Good for you if you are willing to take a serious look at alleviating the problem, but pulling out the bogus argument about the roundabout, located five miles from the problem, is not helpful.

Well, congratulations to board member Robert Cavallo. It is not often we hear such good,common sense!
He is right...we are talking about a few weeks out of a whole year! Doesn't make sense to reconfigure Edgartown to accommodate that. It doesn't hurt anyone to have to slow down and wait for a few minutes...it's good for what ails yah...
Also, it is so insane to on the one hand, incur the problems of building bigger...and on the other hand, be encouraging more growth i.e. "affordable" housing being at the top of that list.
We can't continue to afford it in any sense of the word! Can we all say increased taxes?
Next we will be talking about 4 lanes,and everything up 3 stories.
If that is what people wanted, they might just as well have stayed put... wherever that was.

A simple way to solve the Stop & Shop traffic congestion in both VH & Edgartown, is to put a Market Basket at the Airport Park! No one will go to Stop & Shop anymore, they will be doing all their household/grocery shopping at the new Market Basket in the middle of the island! Problem solved!

Nothing is solved - you're just moving the traffic problem to a new location. The only solution is for fewer people to use their cars. The way to get more people to walk or and leave their cars at home is to provide vital services in locations where people actually live, not someplace that is too far to walk or bike to.

The present stop and shop is within walking distance for many people. When they relocated the dump to the airport it created a hardship for many, I rarely get there now. Face it most people on the island wouldnt use their cars if they didnt have to. Gas is expensive, lines are long in the summer, and parking is difficult. Stop and shop is doing a good job,someone mentioned their prices were the same as the mainland,what other business here can say that.

The unit prices are less than the brick and mortar supermarkets 70% of the time and that includes delivery costs. I'm currently working with the various Departments of Health and selectman on the island for approval to operate.
