As Costs Rise for New Building, Library Asks Selectmen for Help

Nearly a year after contractors broke ground on a new Edgartown library, the project is overbudget and behind schedule.

Nearly a year after contractors broke ground on a new library for Edgartown, the project is overbudget and behind schedule. That was the report selectmen received at their weekly meeting Monday from the library building committee, which is asking the town to allocate additional funds for the $10.3 million project.

“We are looking at needing some more money to complete the project,” project manager Richard W. Pomroy told the board.

The 15,000-square-foot building, which stands next to the Edgartown School on West Tisbury Road, is about two-thirds complete. Contractors originally expected to finish by June, but the project has fallen a few months behind schedule. Delays started in May with the discovery of a high water table at the site. Additional challenges came when winter brought near-record snowfall, low temperatures and high winds.

“We’ve had a bad couple of months, let’s face it,” Mr. Pomroy said. “I think everybody has with the weather.” Recently, he said, the momentum is picking up. The elevator and interior wall studs will soon be installed, and scaffolding is coming down, Mr. Pomroy said.

In April, the library committee will ask voters to add $225,000 to the project budget at the special town meeting. If approved, funds would come from the proceeds of the sale of the Warren House, a property adjacent to the current library that the town originally planned to use for the library expansion. But it’s still not clear whether $225,000 will cover the full cost of the project.

On Monday, the library building committee presented a budget that included an additional $484,173 to cover unforeseen costs that are anticipated or have been incurred already, as well as a contingency allowance. But selectmen said they’d only support the $225,000 request at this time.

“In my mind, it’s too much of an amount to ask for right now,” said selectman Margaret Serpa.

In the meantime, the project can continue within the existing budget, dipping into the budget line item for furniture if need be. There is also some money available from the Edgartown Library Foundation (ELF), which began raising money in 2004 for a library project. However, there are two complications with that funding source. For one, the town does not know the exact amount of funds available. And on Monday, library trustee Deanna Ahearn Laird explained the second complication: the money the foundation raised was earmarked for an expansion project at the current library site in downtown Edgartown.

“We can go back to ELF for specific items, but I don’t think we are at a point where they are able or willing to transfer the funds completely to us because they are on a restriction for where the library is going to be, meaning the old Carnegie site,” she said.

Selectman Arthur Smadbeck said the funds should be returned to the donors if they are not going to be used for the project. If the private donations don’t come through, Mr. Smadbeck said the town may have to return to voters for more cash.

Selectman Michael Donaroma said his board and the library committee should communicate with the foundation and ask for money to purchase the furniture.

“At the end of the day, we have a beautiful building that is two-thirds of the way done, that the town voted overwhelmingly a number of times that they want,” he said. “We just need to get it done.”

This project maybe the biggest waste of Edgartown town money the island has ever seen. This paper should add up the true cost of what this building is costing the Edgartown tax payers. Starting with the loss of over $1,500,000 on the Warren house purchase and then sale alone. Not a great legacy for the current selectman who have watched this happen.

What a waste of resources and taxpayer money. The last thing the town needs is a new library and this seems to have been mishandled from the start. We should be focused on preserving old structures like that beautiful brick school building and the Warren house not tearing them down or letting them rot . Thank you town fathers.

The current town library is too small, is technologically insufficient, has no parking facilities, has no community room, has difficult access for handicapped persons. has a children's room filled with mildew. and yet continues to serve an ever larger number of people every year. And yet some people say it is not needed and a waste of money. The new building will remedy all of these issues and more. I fail to see how this effort on the part of the town voters can be allowed to fall short. Support the library.

I think it has more to do with the circumstances with Susan Cahoon (ELF) and the deceit that Danielle Pendergraft brought to the table. I feel the project is great! Yes, the Edgartown Selectmen loss $1.5M on a poor decision. The project has been tainted with those indiscretions which is a shame. Looking forward to visit when completed.

Anytime you try to build something in the winter you will spend more.I always am critical of anything built in the cold. You have to be pretty smart to insure everything is built right. Curing times for concrete and taking into account freezing temperatures.I guess everything is high tech now, I question the quality of high tech building.Seems steel has been replaced by plastic alot of the times. So they can blame the weather for cost overruns. Ill take a house built in the summer than one built in the winter anyday.

It is not the fault of Edgartown taxpayers that weather is bad. These are big time contractors who deal with weather related building problems all the time. They should not get any extra money because of weather period. So if the weather was perfect would we get a rebate, you know the answer to that. Sorry contractor that goes with the game. The water table issue is different if no one knew in advance about that being a problem.

A library is a community center that nurtures education and services that nurture a legacy of a town. An investment that is overdue must have it challenges met. We all need a place to go and not just find answers but to explore. How many times is the issue of giving young people a place to go left unanswered ? For all the criticism given selectmen I am the only person who apologizes for not challenging them at the polls. This job must be completed.

There is history with this topic, that is an issue to be sensitive to. That said, a library happens to be one of the best investments we can make in our community, available to all for enrichment and betterment. It is a long term investment that needs to managed efficiently and waste shall not tolerated. The investment here is a NO BRAINER!

I was at that town meeting Ken and Bob. What I saw was a semi-slick Matison Ave. type presentation presented to the voters on behalf of the library project. In hindsight the voters should have listened to Larry Mercier, who predicted this outcome. The board of selectmen should not be castigated as at fault...it was the voters, including me, who voted for the approval. I agree the project was mismanaged long ago, but negative BS is not a solution. Instead of whining, grow some grapes and take out nomination papers for selectmen.

What we need is term limits here like the rest of the country. If one of these selectman would step down you would get several people to run. We all know that incumbents win elections most all the time. And yes you are right the pro library group won the PR battle at the first meeting but the selectman knew this was coming and not one tried to stop it. Larry gets my vote many times over run Larry run. Is it still time to put in nomination papers?

It would be very hard to unseat one of the selectman. No sense taking out papers. Only one guy might have a chance that often voices opposition at town meetings. Anyway the Warren house was nixed by the state who wouldnt fund the library there. Nothing to do with the selectman.

I think its pretty sad that this whole library thing started on the wrong foot to begin with.
I truly believe that no one was paying attention to all of the details & all seemed to have been passing the buck.Its almost like getting your car fixed and you find out right in the middle of it being torn apart, they call to say its going to cost a bundle & you have no choice but to pay whatever you have to to have your car back! What a waste!
