Congratulations to Island libraries. The Library Journal is out with its annual ratings and both the Vineyard Haven and West Tisbury libraries are ranked among the best in the country. The rating is based on circulation, visits, program attendance and public Internet use from data collected by the Institute of Museum and Library Services. There are 11 “star” libraries in Massachusetts.
